Put this in the LEGO City? Downtown Review & Plan

Is the LEGO Downtown set worthy of being in the LEGO city? It comes with 14 minifigures and honestly has a really interesting design. With that said the interior is lacking and it’s the incorrect size. So the plan is to modify it!
